Budget counter stuck at $2,147,483,647. New money not added, but will delete losses. No matter how much new monies, never gets above $2,147,483,647.

I know it's not a comfort, it had to take a lot of work to reach that high of a number. But that is apparently the highest amount of cash you can ever get in SimCity. It's a major achievement - congrats!
