There are so many variables for this game, and particularly casinos/tourism. I'm not saying that the game is perfect, there are some bugs that remain that are really maddening, but there are some workarounds, too. I don't know if you followed all of the tips given by nargacugarex or demolishing hotels tip by Rakdoos. It's just my opinion on this, but I think a lot of these problems are due to the transportation/pathing bug, which exists whether it's a casino city or not. There was a bug with casino draw back in the beginning when this thread was started, but they were re-tuned with a patch and its no longer an issue.
Make sure you're supporting the wealth type you're trying to attract. Zone the appropriate wealth commercial within walking distance from the hotel. I don't use casino hotel rooms, let the commercial build hotels within walking distance. For instance, if you're building high wealth casinos, you want to avoid medium wealth tourists and shopping. The biggest issue with a casino city failing in this manner is that high wealth tourists will leave if they have no nowhere to stay. If there are no high wealth hotels nearby they will leave, and if the high wealth transportation isn't within walking distance, then they get in taxis and clog the roads up. Or they get stuck in hotels and can't get back to the casinos, resulting in the need to demolish the hotels.
Watch your tourism maps and the traffic flow. Do the tourists walk to hotels? Is your transportation clogging up? Are all the utilities working properly (enough power/water/sewage)? How's the commercial and casino staffing? You don't ever want a casino to be closed due to no workers; again, a lot of times this can be because of traffic. I had to do a lot of reconfiguring of traffic flow in a city I did with casinos once, just because I couldn't get enough staffing to one of them. I had all high wealth casinos, but not enough low wealth workers to staff them. An arcology and mass transit for the low wealth workers, plus redoing roads to eliminate traffic jams, eventually solved the problem.
There are a lot of good videos out there on building casino cities, and how to deal with some of these issues. I really like Skye Storme's Let's Play Series. The part on building "Pleasure Island", the high wealth casino resort city, might help give you some ideas, tips and tricks.
