Unable to create your city at this time. Please claim a city again later

I am getting this alert message eveyrtime I try to claim a city: Unable to create your city at this time. Please claim a city again later.

I dunno guys. It's obvious we just didn't pay the extra low price of $200 for the "Actually Be Able to Play" DLC they decided to leave out of the game on launch. We are all clearly just not hip to the new "Fee to Pay, Always-On Stranglehold DRM" business model that is surely the bright future of the games industry.
