Unable to create your city at this time. Please claim a city again later

Still having this problem. Several servers, several create screens. Error pops up. I was excited on Monday, thought things would be better Tuesday, angry now on Wednesday. Now, asking, how do I get a refund? It is rather upsetting to release a game that seems to have so many paying customers not able to use it. Many companies would be sending out small motivators to be keeping the players interested. Not EA, they never have done it when Sims does not work and is probably the worst when it comes to any of their games. Again, how do I get my money back? Or will this become a class action issue? I guess we will see if they can get it to work.
