@Ohm44 - This post is from when the game first launched. Most of the problems at the time were due to corrupted files because the servers were so overloaded they kept crashing. If you're getting an "Unable to Load City at This Time" message now, try this:
Make sure you are logged out of SimCity and Origin
Delete your SimCityUserData folder - default location is C:\Program Files (x86)\Origin Games\SimCity\SimCityUserData (don't worry, the game will recreate it when you log in)
Set Origin.exe and SimCity.exe to "Run As Administrator" - right-click the file, choose Compatibility tab, check the box "Run this program as an Administrator"
Log in to Origin; make sure it's updated to the latest version
Start SimCity and try to load your city again

Ohm - Check my answer in this post: https://answers.ea.com/t5/SimCity-2013/unable-to-load-the-city-at-this-time-please-try-again-later/m-p/6775801#M126768 There are very few things that anyone can do on the forum, I hope one of those works for you. Last resort would be to try to contact a game advisor, the problem is likely on the server side and would require a rollback.
