I'm experiencing the same problem as everyone else, but also in the creation of cities in Single-Player. I've tried doing the suggested re-installs and/or setting changes (i.e. running as administrator); nothing works. But I do remember that my PC did a Windows Update when I shut it down for that day (May 8th, 2018). It installed two updates: a security update Adobe Flash Player (KB4103729) and a Cumulative Update for Windows 10 (KB4103727). I'm assuming that it was the update for windows 10, since it included security updates to the Microsoft scripting engine and the Windows app platform and it's underlying frameworks. I'll try undoing the update to see what happens.

You mentioned the security updates, and even though uninstalling them didn't work, it did make me think about some security issues that can block SimCity. It's possible that one of the updates changed some settings that didn't change back after you uninstalled. It could be related to User Access control. First, set Origin.exe and SimCity.exe to "Run As Administrator". Try this:
Disable UAC:
- Press the Windows key and X.
- Click on Control Panel.
- In the search box, type uac, and then click Change User Account Control settings.
- To disable User Access Control:
- Move the slider to the Never notify position, and then click OK.
- If you're asked for an administrator password or confirmation, type your password or provide confirmation.
- You will need to restart your computer for UAC to be turned off.
- Once you've restarted, launch your game.
- Let it run for a few minutes and then exit out of the game.
- Search for uac again and hit Enter.
- To re-enable User Account Control:
- Move the slider to choose when you want to be notified, and then click OK.
- If you're prompted for an administrator password or confirmation, type your password or provide confirmation.
It's a long shot, but maybe that will get you in to your city. If your single player mode is not loading, but it's not giving the "please try again later" message, start a new thread for that problem. That way, we can keep it separate from this thread's issue. Fingers crossed this works!

Hi again, just here to give y'all an update. Previously I said that I couldn't get Single Player mode, well that somehow magically fixed itself after I updated to latest version of Windows (April 2018 Update). I can also access Multiplayer mode and start new cities again, but I still have the "Unable to load city at this time. Please Try again later." error when trying to access my last city. Anyways, I'm happy that it's working (for the most part) so that I can start building again.
