You can not claim this city because you do not own some of the content used to create it

Anyone know how to fix it? thank you

Nope. I have the Limited Edition, and I have the exact same issue.

I had this happen to someone after I owned the city. He had preordered the game (LE) and I had the Digital Deluxe.

He then bought the DLC, but could not get in, still. I thought "Hey, did you activate your Plumbob Park code?" and he hadn't. he activated it and then could enter the city. I HAD NOT PLOPPED A SINGLE ONE OF THESE, BTW.

But let's all be honest here. NO ONE should be kept from claiming a city for this reason. Even if I HAD plopped them all, it should jus tremove them from the world and let him in. Heck, it should refund him what they cost and let him in the world.

Ther eis NO REASON to keep people out if they do not have the content. REMOVE THE CONTENT when they claim.

    I have the regular version and have been trying to find a game for half an hour now.. Every game that has an available clity gives me that message. What do I need to do????

      I have the deluxe edition and I get the same error in every city, cannot join a region at all.  Which, after the failure to filter regions is pretty obnoxious.

      I had the same problem with a friend. We both had the limited edition of the game. This is what I did to fix the problem.

      In my copy, I had redeemed the "Nissan Leaf Charging Station". I asked my buddy to do the same. This fixed the problem immediately.

      Have you upgraded your copy of the game since you bought it? More importantly, has your friend done the same?

      I don't know the issue relates to Deluxe & Limited edition users. I would be such a bad idea if a player can inherit a feature that comes with a reclaimed city. (maybe with certain restrictions)

        And it doesn't even tell you about the free content download that you can do (for a limited time only)

        I think you should be able to claim a city just not power on the buildings that are advanced content--that would be so cool--then you could know which packs to buy--or just bulldoze them and then actually use the city that's abandoned and fix it up...become the city janitor--or have a ton of people cooperate on an abandoned region

        Right now there are so many versions of sim city that trying to get 2 people with the exact same version is nigh impossible...I know I won't even bother upgrading to deluxe because I won't get the special park and still can't collaborate with my deluxe friends--and I don't care about the french cities, I just want to be able to swap ordinary cities with other folks who have a slightly different of the 52 versions of the game
