"You cannot claim this city because you do not own some of the content used to create it."

I can't seem to join any regions with open cities because of this message. I bought the standard version of the game but I just can't find any regions that were made by someone with the same version....

Having all DLC😕 does not resolve this issue.

Me and my friend have all of them from day 1.

We can claim our cities.

How ewer other friend has newer license + also all DLCs ( paid and free) but can not claim our cities.

Difference may be SC launch park which were given free, but later not to new games.
