"You cannot claim this city because you do not own some of the content used to create it."

I can't seem to join any regions with open cities because of this message. I bought the standard version of the game but I just can't find any regions that were made by someone with the same version....

I bought the game 2 days ago (Digital Deluxe + amusement park + airships + nissan = all the DLC included), choosed a region and started to play.

When I constructed a Great Work, I tried to claim an abandoned city nearby but... "YOU CANNOT CLAIM (...)".

Now there are 4 cities near the Great Work: mine, one from someone else, one with a mayor, but bankrupted and whitout anything, and one that cannot be claimed...

SAD, fix this please, I have all DLC but cannot claim the city  ☹️
