Your previous purchases should be available for download as long as you are using the same PSN ID.
Other than that you have to make sure your base game and the DLC are from the same region in your console store.
That being said, I think there is a limitation but you can deactivate your previous system if you want.

Access purchased content on a different PlayStation 3
Most content purchased from the PlayStation Store can be accessed from different PlayStation 3 systems (such as your friend's PlayStation 3) using the Sony Entertainment Network account that purchased the content.
Maximum Number of Systems
There is a maximum number of systems that can be activated with one account which differs depending on the content.
These limitations do not apply to the PS4 as it employs a different method of content management.

To access your Sony Entertainment Network account on a different PS3:
- Create a new local User Account on the other PS3 system. (
(Users) > [Create New User])
- Go to
(PlayStation®Network) and select
(Sign Up for the PlayStation Network).
- When the screen prompts you highlight "Use an Existing Account" and press the
button.
- Follow the on-screen instructions to associate your Sony Entertainment Network account with the new (i.e., your friend's) PS3 system. Once this step is complete, it will bring you back the XMBTM home menu where you will be able to access your PlayStation Store Download List.
