I think I had the same issue and I got it to work by running the Sims 2 in window mode, you do that by right clicking the Sims 2 icon then choosing properties, under shortcut in the "Target" field click on the text and go to the end of it and add a space then a -w, afterwards click apply and OK, it should possibly work then.
You could also test your luck and contact EA with your old code for Ultimate Collection, even though the offer ended.

I will try what you said. The game actually plays after the compatibility issues box comes up but while playing theres blue boxes everywhere. I have put it into compatibility mode for windows xp but it doesn't seem to make a difference. I missed out on the ultimate collection as my origin account was hacked and it took ages to get sorted.
