Patch doesn't let cheat window open?

Maybe I haven't scrolled through enough posts (or I missed something in a comment), but is anyone else not able to open the cheat window since the last patch? I noticed there was an issue in the neighborhood view and still entered a lot to check if it was possible there. NOPE! I also noticed the edge scrolling issue and decided to exit right away. 

sigh I bought this version even though I have all of my disks to hopefully not have to deal with the game sending my pc into safe mode and the annoying crashing issues I was having. This is my favorite iteration. Why can't it just work?! 🤬
