Unable to move neighborhood/household with mouse

Hi, the latest patch has brought an issue I didn't have before. I am unable to glide over the mouse to move the household or neighborhood. It can only be moved with the physical keyboard arrows. Its very inconvenient in comparison to how it was before. Please fix!
