@soocoolsim - I don't know why, maybe because there was only room for four of them on deck on initial placement, but I had a real challenge installing the household. The dcbackup files were created okay and the family showed in the bin, but when I placed them, the action wouldn't complete and the window went blank on the family. I thought I might have a corrupted download, but a real download was the same file size. I tried deleting the family and reinstalling, but, of course, even after "deleting" the file is still there and the launcher told me the file was already installed. When I went to check my bin, the family picture was blank and wouldn't let me move them in. I tried to delete the household from the bin again, but the game wouldn't let me, probably because I had deleted the original file and reinstalling didn't really reinstall. So, I quit the game and moved the dcbackup file to the library and restarted. Finally I was able to move the household in, but only four sims showed up on the boat - two on either side of the stairs. I just told the other sims to work out and go diving while the sims I could see talked to each other. That did the trick and one sim came running onto the boat while the other went running down the dock. Just thought I'd share in case anyone else experienced the same thing.
