@fatness1974 - I completely focused on the mod aspect and didn't even think of unlocked stencils, which includes the plain version too (I think).
Click on my Unlocked Stencils link in my siggie. Download that lot, if you can. Install the lot and place it in a game. Go to the lot in edit town mode and click on each item and save/apply. They will then be recolor options in your game. No mods required.
