I'm not sure but I believe both Gem and Elmawa solved the problem by rebuilding the elevator shafts in their worlds.
So I do know it is fixable anyway. Did you use the shells and build your own? It seems that is the ticket.
You would know if you have the problem as it happens right off the bat. I do not believe it is the elevators theirselves, but it seems if they are built outside the world then moved into the world - it's like the shafts shift. It's very weird - but once it is fixed it seems to stay fixed in at least CAW worlds. I had nothing but trouble though trying to use some user built ones that worked perfectly in the worlds they were in, but fouled up when I moved them from my library into my own save file. It is true though the Bridgeport high rises are the very worse.
But anyway, thanks for the info. I would love to at least have a few brownstone type apts in a town if that camera fix helps that anyway. I know several simmers just like me who will also appreciate knowing that if it fixes it.
