Building my first world and I have a question about the routing. I have the Camera Routing done but do I need to over lay that with the Sim-non router or will surrounding it be enough?

In other words (because I confused myself), do I need to put the blue on top of the yellow or will putting the blue in front of it be enough to keep Sims away?
