Johnny, I'm loving Great Bear -- what a stunning world! And the great thing is that I've barely scratched the surface. I need more hours in my day so I can spend time exploring!
I'm glad others here mentioned Twallan's Register mod to you -- I was going to suggest it myself, as I couldn't live without it! I abhor the paparazzi, so they get zapped immediately. No mercy!
For those who are experiencing the short pauses every few seconds -- I had that happen in Appaloosa several times, and I do think it's due to stuck Sims or wildlife. One thing you can do to relieve the problem is use Twallan's Master Controller (another must-have mod) to "Reset Everything" in the town. Everyone will be moved to a "safe" place so it will unstick anyone who is stuck. Of course, if there's a recurring route failure problem, you may end up with lag again, so it's worth it to check your Sims when it happens and see if there's anything obvious you can fix.
