I think if you have a lot of bookworms or other traits that tend to make sims artistic and bookish, you will not have as many people in your bars. When I was reading about the different types of clubs and bars you could have in the game, I read that sims with certain traits will avoid some bars and clubs, but go for the fancy lounges. So anyway now I understand why sometimes my town seemed empty. So many of my sims are bookworms. I didn't make enough party animals and athletes!
