Okay, I finally found a solution (I tried looking it up, but the scenario was too unusual to even come up). Go to the school, delete it, and then leave the lot. This should reset all of the students' school career. Go back to the lot and put a new school in its place. Unfortunately, this will make all students have a grade of C. The problem was that the game thought that these students had homework, so it never generated when they went to school.
