I think I solved the Swim Club stairs problem by doing the most glaringly obvious thing: replacing the stairs in Edit Town. And they worked normally again. This game never ceases to amaze me with its capriciousness.
So, the only thing remaining are the mall strip of walkway between the quai bridge and the fence on the left side (facing the sea) of the Marina lot and the aesthetic issue of the raised ground at the Foreclosed Beach Home. Everything else that I found can be corrected by the players themselves if need be.
I think that the world is over all playable now and I am eagerly awaiting the final release. And as to the NPCs: What I will probably do is create 30 versions of the same Sim, call them all Igor, give them numbers, make these homeless and hope that the game engine catches the bait and assigns all of them to the roles in town.
