I think that it's cool you are up for redoing the world. I just hope DD and I can find what caused this one to be blinkered so we can help you and others avoid similar breakdowns in the future worlds.
I watched the military base while my Sims were in classes. I didn't see anything going on whatsoever in them while my sims were on other lots. I didn't get stuttering on this first day in the new save until the paparrazi appeared on my home lot as described in my last post. I can't even begin to know if the paparrazi appearing triggered the stutters or what. I am trying to remember if something similar happened when my apartment in Bridgeport got invaded by one.
The only delays I can remember offhand in Bridgeport came from anytime I click on a mixologist. The options menu doesn't always come up right away. there's a delay.
