Nope, I did not get a blue lot. The problem I got was when I bulldozed the entire lot and tried to place the 64 x 64 lot there - I got a pop up telling me I could not place a lot on lots. I had bulldozed twice, once for the building and again for the lot - but I did that in a totally new start up with no sims in it, not in the populated version I had been testing. I try to solve things in copies of the world and then fix the world after I find all the answer - of the world I am actually testing.
As it ended up in the world I was testing with the sims in it, I just bulldozed the lot once to remove the building, and then ended up setting down the small back lot from the build mode community lots that would fit on that 50 x 50. I did add pavement under the building and to the road after placing the lot. But I never got a blue lot.
