I've had something like that happen too, with moving lots with the hand tool. I placed a house last night worth nearly 40k on a lot, decided I didn't like it there, and moved it. The price of the lot went down from 40k to only 4k, for an entire furnished 3br home, with top notch furrniture.
Handy for poor sims though ;) I just pretend they're squatters :lol:
