DD I actually think it has a lot to do with both the availiable housing as well as the world size. Technically this world is well big enough to suit a larger population from what I see, so it most likely has the most to do with availiable suitable lots as you deducted.
I have actually seen the deaths of both babies and toddlers in worlds the size of Sunset Valley start when the population (that's the main population now, not the homeless or the service sims that don't live in the hoods, but the actual sims you can go visit in houses - when that pop reaches about 143 - 146 I'd start getting toddler and newborn deathes. The game does not care if it living babies or ghost babies because My Agnes Crumblebottom lost 1 newborn ghost babies and 1 living toddler baby who were originally 2 sets of twins.
Actually ghost babies do have a tombstone, but the fact the game never leaves any tombstone for the babies because from what Ben Bell said is newborns and toddler technically cannot be killed because they can't "haunt" there is no mechanics in the game for babyies and toddlers to float around, go in and out of graves - they have to be helped from their cribs when alive and so forth so when the game "kills" them they just vanish period - leaving nothing as the game destroys their files - with the exception of the family portrait. Because babies and toddlers can't technically die at our hands, EA never actually provided a grey out for them - which is confusing to a lot of simmers who think the babies are just lost or invisible when they are indeed gone. EA mucked that thing up royally, they should not even allow the game to kill off the babies period.
But yeah that Prof Plumbbob got on my case royally. I even provided a copy of what the sims team said about the pop control in the game, and he had the nerve to call me stubborn, arrogant, and not knowing what I was talking about. It was in a thread asking our opinion on a town with 500 lots. I specified that as one of the chief reasons it would be pointless, and Plumbbob comes in there and basically called me a liar. What made me laugh was he claims I made him look like a liar. I give up, I guess I am not intitled to give my opinion or include things I have seen and heard over and over again on the tech boards. I also guess the Sims team don't know what they are talking about either.
Oh well, when I saw that post of yours I just couldn't help myself. I found it funny only because I had just spent the evening before debating it with him.
