A world can't have too many beta testers. Players have different styles of play and it is those differences that help to uncover problems, or potential problem areas. As problems are discovered, other testers can see if the problem is present in their games, allowing the creator to know if something that will affect everyone needs to be dealt with.
Heavens, look at EA who had two cities in a row released with no skill books in the library. Twinbrook and Bridgeport both had this issue. There are so many things in the creation of a world to deal with that I don't see how it is possible for a creator to catch everything, thus tester need. I don't think it is possible for a single tester to be sure he or she hasn't missed something either, thus the need for multiple sets of eyes. The more, the merrier as far as I am concerned.
