Hi! Moon Base Charlie does not come with sims. Some will eventually move in, but you will have to populate it. Delta comes with sims already in the world, and you can also add some of your own. Also, when I tested an earlier version of this world, the glass dome walls did come down, but I think it was while my sim was inside the dome. Not sure whether they do that otherwise.

If you use page down normally, to see various floors, it will not remove the dome... you will need to use your mouse wheel to zoom in - this will make the dome go invisible at close range when you are viewing your sims in their house from above.
