The Mod that checks for stuck sims among other things is the Overwatch mod. I would suggest that you take the auto-reset off and check the sim when the window pops up saying there is a stuck sim to make sure they are actually stuck.
I'm not sure which EP it was, but some sims started just stopping for no reason and if they don't do anything for a certain time period, overwatch will report them as stuck when they aren't. The sensitivity of the mod can be turned down so that doesn't happen as often. You need to search the NRaas site for instruction on how to do it. I very seldom get that indication from any sims in Vargfjell since doing that very thing.
Having a large number of cars abandoned each night is not really a fault of the world, but how many NPC's are in it. You can eliminate that by using the Traffic mod from NRaas. This will force all NPC's without cars to use taxis so the cars that are removed don't re-spawn every day.
Didn't mean to takeover the thread, but some of the things you mentioned are not really issues that are directly related to the world and can be fixed by Quailhogs.
