Shimrod has a fix that has worked great for me, since the spiral stair case mess started: ShimrodsSpiralStairsUseStairsFix126.package

It can be found at TFM's Naughty Sims Asylum You have to join but it is free, it is under Shimrod's name or do a google search for the mod. I not had to move or do anything else with the spiral staircases since I've been using this mod.
