Actually, There are two custom music folders and you need to add your music to both. Also, they can only be (.mp3).
Mind you I'm running Windows Vista.
Folder 1 - (User), Documents, Electronic Arts, The Sims 3, Custom Music
Folder 2 - Computer, Local Disk (C), Program Files (x86), Electronic Arts, The Sims 3, GameData, Shared, NonPackaged, CustomMusic
Mine plays beautifully. I never deleted the original music from any of my games so this is what I did (for both folders).
1. I made a folder called original and moved the music from the game in. (The 7 tracks that came with the game).
2. Then I added all of my custom music. (.mp3's) Any music that was a different file type I converted to .mp3, then moved them in as well.
Do the same thing for each folder structure or you may have problem later on.
Sound quality is on one of the options tabs. Sorry I don't have the that open right now to tell you which. I changed my from the default because I have speakers and a subwoofer plugged into my laptop.
