You can open it with Gimp 2 and save it as a .png or .jpg. The textures don't have to be saved at .dds anymore.
If you feel you have to use .dds, then there's a plugin for Gimp 2 you can add. I don't know where it is because I don't use it any more. - Damienf519New RookieThanks @Rflong7! I’ll check those out.

Remember, you don't have to any more. Try the texture as .png and see if you like the results. :) - Paint.NET has built in DDS support. Be sure to save as DXT1(DX9) for terrain texture.

- Damienf519New RookieThanks for the suggestion @PhenomIIFX! GIMP seems to be working fine for me at the moment, after I convert them to TGA images, so I'm good. May be I will try it some other time however.
