I have honestly never had that happen. It could be because after I moved them out my Sims still interacted with them and whomever entered their lives after that in some form or another. Or, I could just be lucky, who knows?! There are a lot of things people have said happens with this game which are just not a part of my experience. And, having EA's SP kill or remove any of my 'added' townies (or others) is one of them.
Using edit town, I have spot moved Sims in and out of my active household. The only thing I did was start the game clock between moving them in and then out again, I didn't play with them, not one command. This action seemed to be enough to mark them as 'actively played' by my game.
When it comes to SPs, hands down NRaas' does offer way more than what you get with the game itself. But as you said, the luxury of having those options do come at a processing cost.
