Holidays are NOT dependent on Festival lots! You can have holidays without them. What I've found that fixes the glitch (I have it, too) is to simply close and exit the game, then start it up again.
Yes, this happened after the patch for Into the Future. I'm going to check to see if there's a new patch that fixes the most recent patch (wouldn't it be nice if they just put out quality, rather than fixing the fixes?)
