My computer is on Win 10 and it takes probably longer than a single minute with a black screen when shutting down - except occasionally when it just shuts down instantly. I can't see the logic why it occasionally decides I don't have to wait for ever for the shut down to end.
Occasionally I resort to Task Manager to End Process if I'm in a hurry, but only if I think of it before starting the shut down the usual way first.
