According to the Sims 3 Wikia (http://sims.wikia.com/wiki/Graveyard), the graveyard in TS3 attracts nothing and encourages NPC's to learn nothing. I guess that means if left on its own (?).
As far as I was concerned, if they're doing it in Pure Base and they're doing it in the updated version, then it is a reasonable assumption it is an action they were supposed to do. For me I wanted to know the story behind the action, because honestly, unless you're a Simmer who watches the world when your Sims are asleep there is no way you'd even know this is happening.
I thought the action may have been tied to something in TS2 or even TS1 (I haven't played those, so I really wouldn't know). I thought maybe it had something to do with Olive Specter or The Grim Reaper. Or, maybe homage to Will Wright and 'The Seventh Sally or How Trurl's Own Perfection Led to No Good'. Which by the way, if you read the first paragraph, is most accurate to what they are doing and would explain a lot of things as to why Sims (officially) no longer have neighborhoods and instead have Worlds. I won't spoil the story for those interested in reading it; but it speaks of Simmer and Sims to an eerie 'T', considering The Sims hadn't been created yet.
And when I took into consideration that EA/Maxis likes to do a lot of 'story crossover' in their Sims games with the deceased such as 'Late Night's' Plasma 501 lounge, the urn in the window facing smuggler's cove, Lotta Greaves - the Sim who is buried in the backyard of the place and the two coffins in the lounge's basement. They directly connects Vladimir Schlick, Elvira Slayer, TS2's Tricou family and Barnacle Bay's Goldbeard & Inkbeard family together.
Or, when EA/Maxis would create 'special' events using the dead, like in the tombs of World Adventures (and some above ground tombstones) which, if your Sims mourns the remains it will open up secret treasure paths. When I looked at all these things together, I became more convinced there was a story here.
I'm aware there are literally a ton of reason's why this event isn't happening in other player's worlds, the massive combinations of player's PCs, use and combination of mods, installed content, general differences in hardware and some software are all factors.
When I first played TS3, my game didn't have the hot air balloon which flies overhead. For the longest time I thought that balloon only came with the deluxe version of the game (I have the standard version). It wasn't until later, I came to understand the game wasn't generating it because the PC was running on an Intel G96 (I believe) chipset. Or how, when my Logitech programmable PC gaming controller or Microsoft programmable mouse was installed, TS3 did some very strange things. So, it makes perfect sense if other's aren't getting this behavior.
@ScottDemon - I don't have any venues installed at the moment or any content which creates a ccmerge file. I'm playing just a little world with 14 Sims (total) installed. I'll have to check out the various venue's XML file. I generally don't S3PE this game unless I'm stea...er...borrowing animations to use in Blender. I also (for the most) don't tune things out or in, I work around; Yep, I'm an end-user type of player.
