There is a very small town in the state of Vermont that we are fond of. The mod's settings get saved there in a large barn on the outskirts of the map. (okay, this is just me trying to be funny and failing; please before the hate mail starts rolling in, I just picked that state totally at random and have nothing against players who happen to be from Vermont). :p
Exported mod settings, when we use Overwatch to export them all or one of the other mods with that function to export singly, do get stored in the Library folder as an item that if it is not renamed will look just like any other Library file. From there they await a subsequent import into another game save. If you do an Overwatch import, it will recognize only exported settings as possibilities to use and will ignore everything else in that folder.
But this might not be what is meant. Without having done an export, mod settings are game save and world specific, and are stored in the game save, in the actual nhd file of the associated world that had been played.
