Hi traceymw,

Please make sure that the lot has also the correct type. In this case I'd choose "Visitors Allowed". This is how you do that:

 

Go to "Edit Town" and click on the lot where you'd like to place the "Plumbob Pictures Backlot".

 

Click on "Change Lot Type":

 

 

Tick the box for "Community" and scroll down to find "Visitors Allowed":
