Did you remove the fix ? That is really not supported and a bit borderline to being legal.
DId yo clean out your registery when reinstalling ?

If I remove the fix I'll be missing files from the Bin folder in my program files. I've ran it before adding the fix in hopes that it would be fixed since it was a clean install. I ran CCleaner for my registry before reinstalling and I still get the popup. I've ran it again before adding my CC and after adding the fix and I still get the message but I was able to create a family and save them. Even when doing something as simple as installing CC in the launcher brings up the message but I still have no mods that would bring this message up (like Nraas, Awesomemod and similar).
The fix can bring up the message, even an outdated framework can bring up the message. It's not just core mods.
I hope someone else can help you more.
