@Ganktoronto  I'm not sure why using Edit Town would feel like cheating.  If you copy the house to the library and place it on the new lot, that lot should cost the appropriate amount when your sims go to buy it.  You'll also need to make sure the lot is designated as "player-ownable" if you want your sims to be able to buy it.

But no, there's no way to do this without Edit Town.
