I Can't access restaurant management menu after purchasing

Steps tried: Repaired game, reinstalled Dine Out pack, tested on multiple saves, deleted and re-placed restaurants, cleared localthumbcache, started new saves, no mods/CC used at all.
Description:

Hi! I'm having a consistent bug with restaurants using the Dine Out pack.

At first, the restaurant works, but when I try to add funds to it, the option doesn't respond. After saving and exiting the game, I come back and the restaurant behaves like it was never purchased — I don’t get the management UI at all, even though my Sim still owns it.

When I try to buy it again, the game won’t let me. It doesn’t say I need to purchase it (since it's technically still mine), but it also doesn’t give me the options to manage it (like “edit menu,” “hire staff,” or “open restaurant”).

This happens in completely fresh saves too. I’ve tried placing Maxis restaurants from the Gallery, changing the lot, starting over, using cheats, and even renaming my Sims 4 folder to reset all configs. Still the same issue.

Please help — the game is currently unplayable with restaurants.
