Burglar never spawns, even with Heist Havoc lot challenge enabled

Burglar visits no longer occur in my game.
I have the “Allow Burglar Visits” option enabled. I also tested the Heist Havoc lot challenge, which is supposed to increase the frequency of burglar visits, but no burglar appeared.
I tested this with all mods and CC disabled. I completely restarted the game after disabling them.
I played for 5 Sim days with Heist Havoc enabled and no burglar appeared. I then removed the lot challenge and played for several more Sim days, but still no burglar appeared.
I also tested the “Allow Burglar Visits” setting by turning it off, completely closing and restarting the game, turning it back on, and restarting the game again.
There is no alarm on the lot. My active Sim is a teenager living alone.
Burglar visits worked normally in my game in the past, but at some point they completely stopped occurring.
At this point I cannot get a burglar to appear at all, even with mods and CC disabled and with Heist Havoc enabled.
Could you please investigate whether burglar events are currently broken or failing to spawn?
