400+ Ping and "Jerky" reload,melee and other in game animations!! Help!

Hi All

Recently bought Titanfall for PC and play on the following spec:

intel Core i5 4670 haswell

GeForce GTX770 2gb

Asus Z97I Plus motherboard

8gig Ram

The 2 problems I am having are:

High Ping

Extremely high ping, always over 400 (which is way worse than most other people I have seen report on here). I have a 28mb broadband connection with 5mb upload. I have added the correct ports to my router as suggested by EA.

I just cannot figure out why it is still over 400. When i look for the servers (european) they all ping at 40ish in the lobby. 

"Jerky" Animations

I dont know if this is related to the ping issue, but it does it in training mode, and multiplayer. When I go to reload the animation sequence often jerks or repeats itself twice - the same for the melee attack and when i switch weapons. 

Has anyone else had these two issues and how have you fixed it?
