Aim Assist bug

For some reason my im assist is buggedout. It stiffens up my aim randomly and makes it incrediby hard to aim right.

At first I thought it was mouse acceleration translating into my gamepad or input lag but after observing it more it just seems like horribly delayed Aim assist,

I am using my Xbox One controller on PC
