I guess not every level in factions gives you bonuses. Does not leveling system in factions working? You are getting new levels?
The way the leveling works is a bit inconsistent : red bars give u one merit/credit while blue bars stack up to full in order to give a level. I compare faction leveling to happy hour merits. And they work differently therefor the confusion. I do get levels every faction level but not every faction sub-level. Was curious if factions leveling isn't working as intended.
