Low ping to data center, high ping in-game?

Yep I'm recording a ping of 66ms to the Australian servers but in-game I'm getting a slide show. Everyone is jumping a body length or two instead of running smoothly, even NPCs. It makes it near impossible to play as I have to predict where the target is going to teleport next.
Interesting to see this is happening all the way across the globe as well. Hopefully this issue is fixed soon, you aren't alone in this!
