Performance Issues when trying to run Sub Native resolution (1080p on a 4k LCD)

Currently running a i7 6700k and a 6GB GTX 1060. For some reason the game runs poorly unless I am on my monitor's Native (4k) resolution.

If I bump down to 1080p it runs way worse. Any ideas what is going on?
