Thanks for confirming, Can you try to uninstall TF2 from your device with something like Revo uninstaller?

After try going through the following:

1. If you have any files left in your document folder move them to your desktop. 
2. Run the System File Checker tool, then Check for Windows and GPU updates
3. Verify your PC date/time is correct for your region. 
4. Reboot your machine
5. Run Steam and the EA app as admin and attempt to install one more time.
