Apologies to confirm when you mentioned:
"install location it is installed on the steam de4sktop and into the EA games section of EA desktop"
Did you try installing it in 2 different locations, or do you have 2 installs of TF2?
Also, when you have a moment can we try the following?
- Check for other applications that may be limiting EA App or Game performance
- Close other running applications on your device
- Run the System File Checker tool then Check for Windows and GPU updates
- Install/Repair your VC++ files for your game (Microsoft VC++ Link)
- Restart your device in Clean Boot mode, then just try running the client and game

I have done all these steps, and none have worked. I installed it in 2 different locations and it shows up as installed on the ea app and on steam. I have done a clean boot of the EA app and have also done a file checker (thorough and from windows) for GPU and windows updates. I recently did the vc++ updates as well and have scoured every other corner of the internet to find what i wrong. One thing that happened directly after installing it was a file named MSVCP120.dll was missing and I am unsure of a reputable source to get this file from. I currently have it downloaded from a link I found on a trusted youtuber page, but any kind of ideas would be good here.

Apologies for the delay, To confirm you will only want one install at a time on your machine to prevent any file conflicts.
Uninstall both versions, then install it from the client you wish to play from.
For missing DLL files, these would be tied to Windows in which case we could try the following:
- Check Drivers, Default to High-Performance GPU: Troubleshooting Graphics issues
- Install/Repair your VC++ files (2010 and 2012) for your TF2(Microsoft VC++ Link)
- Restart your device in Clean Boot mode, then just try running the client and game
Tried these just now and won't work. I am still getting the error message that the game needs permissions. I have given, admin, read and write permissions to EA desktop and to Titanfall 2 application. I have uninstalled and reinstalled on steam, and nothing has changed the EA app error message. It would be amazing if EA didn't force you to use the stupid app because clearly if this were so the game would launch fine. I checked task manager and is the EA app's fault that it won't launch. I did a clean boot of my system as well as a reinstall of the EA app and a repair of all the files mentioned.

To confirm are you seeing an error message in Task Manager to indicate the EA app is stoping TF2 from starting?
The EA app is quiting with no warning from task manager and it is a problem of bad EA app files(most likely) seeing as I have repaired it multiple times. The EA app is asking for permissions ,when it has them, then it shuts down. EA has to recheck something on their part because I have seen this issue pop up on multiple threads with now final working answer.
Thanks for all the help. It wierdly fixed itself after I updated to 23h2 on windows, and only then so it was something to do with the lack of compadability with that windows version 22h2.
