Stuttering/Freezing in Every Match after Angel City Update

Summarize your bug Stuttering/freezing experienced in every match AFTER the Angel City update. Frequency and severity of stuttering varies between maps. Dialed back all graphics options considerably to no avail.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Play a MP match (attrition) (note: issue was experienced on a US East server).
What happens when the bug occurs? Gameplay and audio will freeze/stutter intermittently, sometimes often or frequently. Audio will go out of sync with animations. Happens most often when moving quickly around the map (running in titan or sliding/wall running/quickly turning head on foot).
What do you expect to see? Before the Angel City map update, game worked fine with high graphics settings. ~45 FPS, great responsiveness, smooth mouse movement, etc. Rarely had previously discussed issue, now is present for the entirety of the match, for every match played.
Specs:
AMD FX-8320 (8-core 4.5 GHz)
16 GB RAM (believe it is DDR3-1600)
AMD R9-290 4GB
Have dialed back settings from almost across-the-board high to much lower. Minimized or turned off (where available) anything relating to shadows, ambient occlusion, ragdolls, texture quality and turned texture filtering down to around bilinear. Problem was not solved.

PS: I'd like to again stress that all this happened AFTER the update the evening of November 29th. Before that update (earlier in the day) it was fine. After installing the update, the issue abounded.
