TF2 Steam, PC- connection to server has timed out

I am getting a constant connection to server has timed out, It started a month or so ago, a bit after the main ddos problem. First, it was a few minutes into a game (freezing on spot, being able to look around then immediately kicked) here and there, now does it trying to find a game (loading circle in middle and next to message at top freezing up), and now I'm getting it trying to get into MP from the menu so I'm completely locked out rn.

I was going to show a clip of the freezing before I'm kicked but I had game bar turned off, and the message I get is self explanatory (no numbers/error code, just what I put in the title). 

I tried repairing the game when it first started happening and just now- I got into a game for a bit but couldn't record what happened for some dumb reason, and googled it but people say its server side and to try again when servers are quieter, which I have also tried. I have tried hot spotting 4G with my phone but same results.

Also note that this has only happened outside of the dossing and not at all during, so either way the game is unplayable.

I'd hate to have to re install, but any advice would be appreciated.
